Even though it is plastic, it's possible that it's necessary to paint with a primer coat first so it will adhere better. Plastic, if not worn, is a very smooth surface to try to paint. I would try using a model paint you can get at model stores and even Michael's etc. It adheres very well, won't chip off... it also leaves a high sheen although i think you can get it with a matte finish. Otherwise, I'd try engine paint. They come in many different colors!
