Wood deck that has been painted how can i get this back to the orginal wood with least expense and effort?

I am Handicapped and the deck has been several times and it keeps bubbling up how can i either strip down to orginal wood are be able to repaint it is about 10x20Wood deck that has been painted how can i get this back to the orginal wood with least expense and effort?
You could do a few things, one you could just peel off as much as you can where it is bubbling and then sand it. You could power wash it (just don't splinter the wood by getting to close with power washer) or you could use a paint remover. The problem with painted decks is that every year you have to repaint them. I know I just did mine but I love the look.

have some young kids remove the deck....turn it over and renail it....this would be the cheepest way....next step up is sanding or power washing the deck and repainting
