It depends on the size of the wood you use for framing.
The picture is 7' around, but you need to add on for the size of the wood so the corners will be right. 8' might not be enough. I would get 10' just so you are sure to have enough to make the corners, and to allow for errors in the miter cuts.Want to frame a painting 2ft by 1ft6in how many feet of wood will need to frame?
7' if you're feeling perfect in your cuts, but I'd add a little bit extra ( a few inches ) just to make sure of covering potential mistakes. At 8' you should be fine.
