using a nice sanded, clean surface is always the first part of any job. Next you want to use an outdoor based primer, you must prime it, the primer bonds with the wood, better than the paint used to finish. Always use a flat finish out-of-doors. Use a marine epoxy paint. This is the kind that is used on boats. But this is not advisable - you'd have to waterproof the whole deck so that the wood underneath will not rot - this is what causes the paint to peel off. Wood will expand and contract depending on the temperature, which pretty much means that the coat will crack somewhere.
If your deck is dry most of the time, marine epoxy paint will last. But, if your deck gets soaked in a lot of water most of the time, I think the answer above is more advisable in the long run - have it dyed. You could try an oil based polyurethane or penetrating oil stain - it should help preserve your wood
Stain would work much better, followed by a coat of sealent such as ';Thompsons water seal';. For the record though it is still wood and will always need maintenance.
Deck enamel.
You don't need to prime if you are using oil based (alkyd) enamel. You apply two coats.
Don't mess around with latex, its not really hard enough (IMO)
are you staining it?? stains should work much better.
you should strip the paint and just stain and seal it. It will look a lot better and will be easyer to maintain.
Make sure the wood is sealed. If it's redwood, it has to be aged before you can paint it, the resin in the redwood won't allow the paint to stick.
You need to prime the wood before you paint it, the paint will look and last much better. The extra time and energy you put in priming the surface, will pay off in the long run. you will have to paint far less often.
Use special kinds of....wood paints
First use a primer meant for wooden surface then apply paint that will certainly last longer
each and every thing in this world has some attraction towards each other just like boy and a girl, man and animals, same is with this case paint has some attraction towards the wooden deck
With any paint products, you have to use a primer first... Also keep in mind that the wood used on decks are pressure treated lumber... It has chemicals in the wood. Some chemicals used is not good for painting...

Moisture is coming through the wood from the bottom side, The sun heats the top and a convection process occurs-the moisture gets under the paint and wants out and causes it to peel- painted houses do that also- moisture from inside trys to get out- and causes paint to peel- Clean the paint off- but this time use a Color Stain- Stain penetrates into the wood- while paint is a layer on top of it.
