I actually just did this last winter. The best to do is sand first, w/a heavier grit sandpaper. How heavy you use depends on how much sanding you are doing- like if you cabinets have a lot nicks or even major flaws that you need to smooth out. Then wipe down w/tackcloth, primer, sand again w/fine grit sand paper this smoothes out the primer, wipe down again w/tackcloth, then top coat. The tackcloth can be bought at the hardware store, I've even found it at Dollar Tree, if you have one near by. Good luck brown to white Rocks! I love my white cabinets!
